...and it won't separate from exhaust housing. The gear lube was removed, shift connector disconnected, forward nut and four gearcase screws removed. It is stuck under the forward bolt. I tried to pry it and beat it with no success. It's an 1989 Evinrude 25hp

I'd appreciate any suggestions. Thanks...Bob

A bit of heat may be required to help release the forward fastener.----Corrosion around the dowel used there?
You also have to slide the nut on the shift rod up to remove the wee black plastic keeper there.-It is split.----There was no need to drain the lube for waterpump work.

Thanks Professor ! After applying heat a few times it loosened up enough to smack off. This is my first attempt at doing the water pump myself and didn't know about the keepers. Of course I dropped and lost one in the grass!

I appreciate your help... Bob
