TOPIC: cut out circuit

I know I've seen this sometime before in this section but can't find it.

When I replaced the coils et al on the 1958 RDS-20 I took pictures of all the wires and there were two wires connected to the circuit cut out. Looking at wiring diagrams one from the upper cyl points to the cut out and then to ign key. The other should go directly to ign? What is missing on the before picture is the ground wire for the mercury switches which I ooooopsie connected to the cutout terminal instead of the cutout switch mounting bolt. Would this cause that cylinder not to fire? Me thinks yes because it's grounding the points. Comments??

This is the 'before' picture without the mercury ground connected. Why would anyone disconnect it?
