So I have heard that of the OMC brands, Gale was kind of the entry point for the outboard market...Where did Johnson and Evinrude fit in? Kind of like Ford, Mercury and Lincoln, was there a hierarchy among the OMC brands?

I wouldn't really say Gale built motors were entry level motors but they were the third division in OMC and built more affordable motors compared to the flagship Johnson and Evinrude brands. Gale built motors were private branded and sold in department and tire stores under various names. Montgomery Ward 'Sea King", Goodyear 'Sea Bee', Goodrich 'Sea Flyer', Western Auto 'Western Flyer' and Gale 'Buccaneer' are just a few of the brands Gale built.
