Take your Evinrude apart and see. LOL. NO. Your motor rotates clockwise so put the impeller in like you show in the top photo.
I would put a new impeller in since you already have it apart.

Commander, you're in dire need of a new impeller there! The experts advise that if the blades don't almost straighten back out, (yours have taken a "set", remaining bent!) the rubber is toast! Also, there appears to be some tips missing from several of the impeller blades. If they weren't inside the water pump housing when you took it apart, you'll need to search the water tube and up into the powerhead to find them. If they aren't retrieved back out of the motor, they can block water flow and damage it by overheating.

Make sure you account for the tips of the broken blades!! If they've migrated up into the powerhead they can cause blockages and hot-spots.

As for the orientation - don't worry about it. The blades will self-right the first time you start the motor...

As the motor truns clockwise. When you put the impeller back in bend the blads back in the other drection. Put the impeller in the water pump housing first and slip over drive shaft. It makes it easier if you line up the keyway first before sliping over drive shaft.
