I am trying to replace the 2 small oil seals under the water pump base, but I can't get them to set correctly, if I try to put the top of the water pump on,everything is tight ,cant even turn the shaft, It almost looks like the small top seal wants to fit inside the water pump base, or am I missing something ???

1978 3 cyl Merc engine 70 hp I replaced the complete water pump assy, top and bottom. put back together and it was running, I noticed a lot of oil coming out of prop . There are 2 small oil seals on the mainshaft, I didn't replace them , I thought they were inside the base of the new water pump assy , so I got the 2 seals and put them in... pump wouldn't go on .shaft was binding when I tightened the 3 small water pump nuts. Pulled out pump and noticed there is a small oil seal inside the new base, so I re-installed the pump .. and just snugging the nuts up , it binds like crazy !! now no matter what I do it binds so tight I can't turn the shaft. I did install the new small oil seal which is on the bearing of the mailshaft, you can see it the base of the shaft when water pump is removed, I've had the pump of and on a dozen times now,on the parts blowup diagram it shows those 2 small oil seals

the seals should be in the pump housing before assembeling. if the old seals are on the shaft take them out and throw them away only 1 set of seals should be in the pump housing needed. if i am reading this right.

Thats what I'm thinking now When I first put it together ,everything went back together very easy,no binding.. These 2 oils seals on the parts blowup is what threw me off. I probably didn't seal the gasket good enough the first time I put it in ! ....New update from my Merc dealer.. He said throw those seals in da "gabaagge "
they come already in the water pump lower housing.. Now I feel like a jerk !!!
