I do not have time but that is very common with these motors. e-mail me I will tell you what I have done in the past or someone else may be able to pipe in quicker.

Try turning it upside down and spraying the hell out of it with BP parts Blaster spray !!! let it soak and bang the shaft with a hammer to try to loosen it

at this point with the lower unit still on i don't have access to the shaft, i did consider drilling a access hole in the midsection but was hoping to avoid that if possible.

try loosen ing the lower unit nut wedge a screwdriver in between then start the motor and let it run a few times shut it down when it gets a little hot.wedge it in the rear so it puts a little angle on the shaft.take all the bolts off but 1 just to catch it.

undo the power head and undo the lower unit. You need to try and aplly pressue to separate everything. I hung the motor with a lift ring from my lift and used wedges (carefully so not to break the metal) at the lower unit to build downward pressure. Then with a soft mallet keep hitting until you can break up the crap holding the shaft in position. I did have a 90 that was like this and I ended up having to cut it up to get it apart. Lost the md but saved the power head and lower unit.
You are not not going to be able to drill a hole and pour penetrating oil into it with any sort of great effect becasue of the exhaust housing within the mid section.
This one takes patience.

To add to what was said above. Go to a home improvement / lumber yard & buy a bundle of nylon construction shims. These are used to replace the cedar shims used to level door jambs - etc. Put all of the lower unit bolts back in, but only about 1/2 way. They must be left loose - the heads not bottomed. Run the engine in a barrel of water with the propeller on it. Warm it up and spend time shifting it back and forth from forward to reverse while it is running. If you get the lower unit to drop some, tap a couple plastic wedges int the gap between the lower unit & the motor tower. Don't pound them in too hard. Then plop it back into the barrel & try again. The vibrations of the motor will hopefully cause the shaft to drop. Good luck

be careful if you try doing what Bruce mentioned that you are pumping water. Don't cook the motor.

well i finally got the lower unit to break free, using the wedge and shifting trick and starting it periodically for the past week it finally fell. It now has a clean carb and new impeller and sounds pretty good. thanks for all the replies.
