My 56 cambridge leaks at the bottom of transom, have tightend all bolts, improved situation, but still leaks. No one local can tell me, do I need to remove transom to re gasket/reseal or should I just silicone exterior transom/hull joints both under boat and inside?

I can't seem to get pictures to load. MFG has a wood transom (might be 2 piece with a Metal? inner core) that seems to bolt to flanges? on back of 1 piece fiberglass hull. When I put water in boat, leaks out 2 places 1 each side of center at bottom of transom/hull joint. Wood transom seems to be very solid, no weak spots detected. I am skittish about trying to remove transom,has any body done this? Is there supposed to be a gasket or is it just sealed with sealer? Neither is apparent from what I can see.
