Something like this may work.

cgi.ebay.com/ebaymotors/1941-1948-Ford-Clutch-Brake-Pedal-Pads-1942-1946-1947-/290574556234?pt=Vintage_Car_Truck_Parts_Accessories&hash=item43a797dc4a

clutch or brake pads for some old auto or truck apparently work.

The round pedal pads for a Studebaker are a pretty good match.

I'm still not sure if I'm keeping the steps. But that is the best way to go. They look very close to the originals.

Keep in mind that the step pads also bolt the fender to the inner brace, so you can't really just fill the holes, you will need some kind of fastener. Why not use the pads?

I never intend to use them as steps. The inner brace can be welded easily. One was twisted but I got it back to where it should be and painted inside both the brace and the fender. I have not started the with the outside as far as getting past massaging the little dents out. It still had 90% of the original yellow paint inside the fenders.
