Definitely old as the hills. Pre-1950's, either 1940's or pre-WWII? Not many four-spoke wheels made after 1950. Probably one of the earlier established hardware manufacturers like Kainer, Wilcox-Crittenden or Perko. I don't have information earlier than the 1950's.

What material is the wheel made of? Bakelite or other early plastic?

Maybe the folks over at the Antique and Classic Boat Society can help. This wheel is certainly older than any 'glassic.

im probably wrong but the 4th pic down looks like old red oak for the spokes at least,and the carving of the dots look like a carving technique i used to use when carving wood,and the dots are not uniform,so im guessing it was at the least hand carved,if not hand made,its also cracking like wood.john
